Must I Have a SEMS Program?

Yes. Every operator must develop, implement, and maintain a Safety and Environmental Management System (SEMS) program. The program must cover all the elements listed in the American Petroleum Institute's Recommended Practice 75 (API RP 75). This document provides guidance for offshore operations and facilities. It also includes other requirements found in the SEMS standard.

The SEMS program helps reduce the chances of accidents, injuries, and environmental harm during offshore activities. It includes steps for managing risks, handling emergencies, and improving safety and environmental performance.

The Bureau of Safety and Environmental Enforcement (BSEE) enforces these rules. Operators must review and update their SEMS programs as needed to stay in compliance with current regulations and safe work practices.

Close coordination is critical to an effective safety and environmental management system.
  • If there are any conflicts between the requirements of the SEMS rule in 30 CFR 250.900-933 Subpart S and the standards from the American Petroleum Institute (API), Center for Offshore Safety (COS), or the International Organization for Standardization (ISO)/International Electrotechnical Commission (IEC), operators must follow the requirements of the BSEE SEMS rule.
  • The SEMS rule does not affect safety or other matters that are under the authority of the U.S. Coast Guard.
