SEMS Auditing Requirements

Auditing is a critical part of the Safety and Environmental Management System (SEMS).

Auditing is an essential component of SEMS.

It helps make sure that companies are following the rules and keeping their operations safe and environmentally sound. According to the SEMS rule and API Recommended Practice 75, Section 12, all SEMS programs must be audited by an accredited Audit Service Provider (ASP).

The ASP must be recognized and qualified to perform third-party audits. The audit process must also meet or exceed the standards found in Sections 9.1 through 9.8 of the document titled Requirements for Third-party SEMS Auditing and Certification of Deepwater Operations (COS-2-03), or another approved equivalent. This ensures that the audit is thorough, consistent, and credible.

The audit team must be led by someone who is an employee, representative, or agent of the ASP. This person must not be connected to the company being audited in any way. This rule prevents conflicts of interest and keeps the audit process fair and independent. Other members of the audit team may include employees from the operator's organization or from the ASP, as long as they follow the required guidelines.

Each SEMS audit must be comprehensive. This means it must cover every part of the SEMS program, not just a few sections. The audit must check how well the program is working and point out any areas where safety or environmental performance is weak or missing. Finding these deficiencies is important so that the company can correct problems and improve their overall safety and environmental protection.

The Bureau of Safety and Environmental Enforcement (BSEE) uses these audit results to confirm that offshore operators are meeting federal requirements. These rules are outlined in Title 30 of the Code of Federal Regulations, Section 250.1920.
