Audit Service Provider (ASP) Qualifications
The Audit Service Provider (ASP) is responsible for conducting third-party audits of a company's Safety and Environmental Management System (SEMS). To perform this task effectively and in compliance with federal regulations, the ASP must meet strict qualification and training standards.
According to BSEE requirements, the ASP must meet or exceed the qualification, competency, and training criteria described in Section 3 and Sections 6 through 10 of the document titled Qualification and Competence Requirements for Audit Teams and Auditors Performing Third-party SEMS Audits of Deepwater Operations (COS-2-01), or an equivalent standard approved by BSEE. These sections outline the required knowledge, skills, and experience needed to properly assess SEMS programs in offshore operations.
The ASP must be accredited by an Accredited Body (AB) that has been approved by the Bureau of Safety and Environmental Enforcement (BSEE). Accreditation ensures that the ASP has been independently reviewed and recognized for meeting professional auditing standards. (See the next section for more details on Accredited Bodies.)
Once qualified and accredited, the ASP must conduct SEMS audits according to the rules described in 30 CFR ยง 250.1920(a). This regulation sets the standard for how audits must be performed, including their frequency, scope, and the expectations for reporting and corrective actions.
