What is the Goal of the SEMS Program?

The goal of the Safety and Environmental Management System (SEMS) program is to promote safety and protect the environment. This is done by making sure that everyone working on an offshore facility follows the rules, policies, and procedures outlined in the SEMS program.

To reach this goal, company management must lead the way. They must make sure the SEMS program clearly identifies, addresses, and manages all safety and environmental hazards and impacts. This must happen during every part of a facility’s life, including:

  • Design
  • Construction
  • Start-up
  • Operation
  • Inspection and maintenance

The SEMS program applies to all new and existing offshore facilities. This includes mobile offshore drilling units (MODUs) when they are attached to the seabed, and pipelines that are regulated by the Department of the Interior (DOI).

Everyone involved in the SEMS program must be trained properly. They must have the knowledge and skills needed to safely carry out their assigned jobs.
