Confined Space Training
Confined space training for barge workers must address both atmospheric hazards and physical/non-atmospheric hazards common in confined spaces aboard barges (e.g., moving parts, water ingress, unstable platforms).
Training must be provided before the employee is assigned duties in a confined space.
Training/Retraining must be provided when:
- There is a change in permit space operations that presents a hazard the employee hasn't been trained on.
- There is reason to believe the employee’s performance indicates the training was not effective.
- Work operations change that require new training content.
- The employer can document that retraining is necessary.
Who Must Be Trained
- Authorized Entrants: Workers who enter confined spaces.
- Attendants: Workers stationed outside the space to monitor the entrant's safety.
- Entry Supervisors: Persons responsible for authorizing and overseeing entry.
- Rescue Personnel: Team members responsible for emergency retrieval or rescue operations.
Required Training Content
- Hazard Recognition: Identify both atmospheric and non-atmospheric hazards such as mechanical, electrical, and engulfment risks.
- Safe Entry Procedures: Understand how to safely enter, work in, and exit confined spaces.
- Control Measures: Learn methods such as lockout/tagout, guarding, ventilation, and fall protection.
- Use of Equipment: Training in PPE, communication gear, monitoring devices, and emergency tools.
- Roles and Duties: Understand specific responsibilities of entrants, attendants, and supervisors.
- Emergency Procedures: Know how to respond to incidents, communicate, and initiate rescue operations.
