713 Confined Space Program

Training Requirements

It's important the employer provides training so all employees who are required to perform confined space entry operations acquire the understanding, knowledge, and skills necessary for the safe performance of their duties in confined spaces.

Training Triggers

Training should be provided to each affected employee:

  • before the employee is first assigned duties under this section;
  • whenever the employee demonstrates inadequate knowledge;
  • before there is a change in assigned duties;
  • whenever there is a change in permit space operations that presents a hazard for which an employee has not been trained;
  • whenever there are deviations from the permit space entry procedures.

The training should establish employee proficiency in his or her confined space entry procedures and the task being performed within the confined space.

1910.146(g)
Training.

  • 1910.146(g)(1)
    The employer must provide training so that all employees covered by this section gain the understanding, knowledge, and skills needed to safely perform their assigned duties.

  • 1910.146(g)(2)
    Training must be provided to each affected employee:

    • 1910.146(g)(2)(i) Before the employee is first assigned duties under this section;
    • 1910.146(g)(2)(ii) Before there is a change in assigned duties;
    • 1910.146(g)(2)(iii) Whenever a change in permit space operations introduces a hazard the employee has not been trained on before;
    • 1910.146(g)(2)(iv) When the employer believes that employees are not following permit space entry procedures or lack proper knowledge of them.

  • 1910.146(g)(3)
    Training must build employee skills in their duties and introduce new or updated procedures as needed to follow this section.

  • 1910.146(g)(4)
    The employer must certify that the training required by paragraphs (g)(1) through (g)(3) has been completed. The certification must list each employee’s name, the trainer’s signature or initials, and the training dates. This certification must be available for employees and their representatives to review.
