Emergency Responder Training

The OSHA standard 29 CFR 1910.120 establishes 5 levels of emergency responder training:

  1. Awareness level: This level of training is for individuals who may be the first on the scene of an incident and need to recognize the signs of a potential emergency.
  2. Operations level: Individuals at this level have additional training and are responsible for implementing the response plan, including controlling the incident and containing the emergency.
  3. Technician level: Technicians are trained to provide specialized support in hazardous situations, such as chemical or biological incidents.
  4. Specialist level: Specialists are highly trained individuals with specific expertise in a particular area, such as hazardous materials, urban search and rescue, or explosive devices.
  5. Incident Commander: This is a critical position that oversees the entire emergency response effort.

The skill and knowledge levels required for all new responders, those hired after the effective date of this standard, shall be conveyed to them through training before they are permitted to take part in actual emergency operations on an incident. Employees who participate, or are expected to participate, in emergency response, must be given training described in the next few sections.
