11-4. Roles and Responsibilities

Contract Employer (Contractor) Responsibilities

  • The contract employer must ensure employees are instructed in both the host employer's communicated hazards and the basic training required by the chapter.
  • The contract employer must regularly verify, through supervision or annual inspections, that employees follow the safety-related work practices and rules required by both this chapter and the host employer.
  • The contract employer must inform the host employer of any unique hazards of their work, any new hazards identified during work not communicated by the host employer, and corrective measures taken for violations reported by the host employer.

Authority Having Jurisdiction (AHJ), Electrical Duties

  • The AHJ must coordinate with contract employers, evaluate and approve equipment, and review and approve Energized Electrical Work Permits before work begins.
  • The AHJ is responsible for ensuring compliance with electrical standards, documenting all approvals or changes, and routing findings that interact with contracts for final decisions.
  • The AHJ must determine and establish which code or standard to use for approving equipment, material, and procedures, provide interpretations of the requirements, assess electrical competency levels, and inspect emergency temporary installations for safety.
