Warnings

In the OSHA HOC model, warnings are considered to be administrative controls. However, ANSI/ASSP Z10 list Warnings as a separate category. Warnings are very common on construction sites, and help to raise awareness about entering hazardous areas such as confined spaces and areas containing lead Their major weakness is that they do not prevent entry. Warnings work only as long as employees comply with them. Generally, warnings include signs, alarms, and labels. Employers are required to post this warning sign where the PEL of lead is exceeded.

All signs must be well lit and kept clean so that they are easily visible. Statements that contradict or detract from the signs' meaning are prohibited. Signs required by other statutes, regulations, or ordinances, however, may be posted in addition to, or in combination with, this sign.

Administrative/Work Practice Controls

To be effective, administrative and work practice controls require employee compliance.

If engineering controls cannot be implemented, or cannot be implemented right away, administrative/work practice controls should be considered.

They are considered less effective than elimination, substitution, and engineering controls because worker compliance with safe practices is necessary.

Administrative/work practice controls include:

  • ensuring all employees are properly trained
  • developing work schedules that reduce stress
  • requiring the use of PPE and fall protection
  • completing a Job Hazard Analysis (JHA) for a new task
  • reducing the time workers are exposed to a hazard
  • mandating that two workers lift heavy loads
